Dear members of the Peace and Security Council of the African Union,
As the Peace and Security Council meets tomorrow, I am writing as the former President of Madagascar to ask you to focus your attention on the deteriorating situation in my country.
Madagascar is already one of the poorest countries in the world. World Bank figures released on 1 February 2010 showed that last year economic growth in Madagascar collapsed to just 0.6 per cent (compared with 7 per cent in 2008), driven largely by the actions of the illegal regime. All sectors of the economy and society are affected. To give just one example: this month the UNICEF representative for Madagascar, Bruno Maes, expressed concern about a huge decrease in the education budget of 20-30 per cent, as a result of which « funds and materials are not reaching schools ». Madagascar cannot afford to jeopardise its future in this way.
I am grateful for the mediation sponsored by the African Union and for its determination to ensure free and fair elections in my country but as time passes, life becomes more unbearable for the Malagasy people. I know that the African Union is going to consider measures designed to bring about the restoration of democracy. I welcome this. But can I impress upon you that any measures must be designed to bring pressure to bear upon the illegal regime in Antananarivo and not to worsen the plight of the general populace.
As you will be aware, the US government has already suspended Madagascar from the African Growth and Opportunity Act that allows African states to export some goods to the US free of duty and on which around one in four Malagasy jobs depends. This is already causing significant hardship to those involved in the textile industry, one of Madagascar’s major export sectors. I now understand that the European Union is reviewing my country’s involvement in the Cotonou Agreement with a view to withdrawing trade concessions.
Whilst it is a great comfort to me that the international community is actively seeking a solution to Madagascar’s political crisis by pressing for free and fair elections and the restoration of a functioning democratic government, I am deeply concerned that poorly targeted economic sanctions will cause additional suffering to my countrymen and may provoke a humanitarian crisis.
I call on the African Union to ensure that any new sanctions are carefully targeted against the illegal regime itself and do not harm Madagascar’s ordinary people. They have already suffered enough at the hands of the coup leadership.

On savait Camille Vital homme de devoir, on le sait désormais prêt à tout pour combler les désirs de son seigneur et maître Andry Rajoelina. Ainsi, quand son suzerain l’envoie tenter une improbable rencontre avec le sieur Marc Ravalomanana dans son exil doré en Afrique du Sud, c’est le sourire aux lèvres que le Premier Ministre de la HAT accepte la « mission suicide » qui lui est confiée. Et pour cause, connaissant le caractère rancunier et bien trempé de « Dada », il fallait être incroyablement naïf ou aveugle pour ignorer que cette initiative unilatérale allait droit dans le mur. Hélas, la HAT n’a pas hésité à sauter sur une nouvelle occasion de démontrer à tout le monde que la clairvoyance n’était pas son fort.
Heureusement pour elle que la qualité première d’un militaire est d’obéir aux ordres, même s’ils sont aberrants. Aujourd’hui, à défaut de savoir si Camille Vital est un bon premier ministre, on est sûr d’une chose : c’est un bon soldat.

Je suis reconnaissant pour la médiation parrainé par l’Union africaine et pour sa détermination à garantir des élections libres et équitables dans mon pays, mais que le temps passe, la vie devient plus insupportable pour le peuple malgache. Je sais que l’Union africaine, va examiner les mesures destinées à faciliter le rétablissement de la démocratie. Je m’en réjouis. Mais puis-je vous faire comprendre à ce que toute mesure doit être conçu pour faire pression sur le régime illégal à Antananarivo et de ne pas aggraver le sort de la population en général.
Comme vous le savez, le gouvernement américain a déjà suspendu Madagascar de l’African Growth and Opportunity Act qui permet aux États africains d’exporter certains produits aux États-Unis en franchise de droits et sur lequel environ un emploi sur quatre dépend malgaches. Ceci est déjà à l’origine des difficultés importantes à ceux qui sont impliqués dans l’industrie textile, l’un des principaux secteurs d’exportation de Madagascar. Je comprends maintenant que l’Union européenne étudie la participation de mon pays dans l’Accord de Cotonou en vue de les retirer des concessions commerciales.
S’il est un grand réconfort pour moi que la communauté internationale cherche activement une solution à la crise politique à Madagascar en appuyant la tenue d’élections libres et équitables et le rétablissement d’un gouvernement démocratique qui fonctionne, je suis profondément préoccupé de ce que mal ciblés, les sanctions économiques cause des souffrances supplémentaires à mes compatriotes et mai provoquer une crise humanitaire.
Je demande à l’Union africaine pour assurer que toute les nouvelles sanctions sont soigneusement ciblées contre le régime illégal lui-même et ne nuisent pas aux gens ordinaires de Madagascar. Ils ont déjà assez souffert aux mains de la direction du coup d’Etat.
